Technical Assistance for the Public Financial Management Capacity Development Programme for Improved Service Delivery South Africa

Key Expert 1: Team Leader – PFM Capacity Building Expert (for a minimum of 660 days)

Qualifications

At least a Master’s degree academic level in PFM. In the absence of a Master’s degree academic level, a Bachelor’s academic level in PFM will be accepted with 15 years of general professional experience instead of 12.

General professional experience:

At least 12 years’ professional experience in PFM

Specific professional experience

  • At least 5 years’ experience in the implementation of PFM capacity development interventions;
  • At least 5 years’ experience in conducting monitoring and evaluation;
  • At least 5 years’ experience in the implementation of donor-funded programs;
  • Experience as a team leader will be considered as advantageous;
  • Experience in the implementation of South African PFM policies will be considered as advantageous.

Key Expert 2: PFM Expert (for a minimum of 660 days)

Qualifications

At least a Master’s degree academic level in Public Finance Management. In the absence of a Master’s degree academic level, a Bachelor’s academic level in PFM will be accepted with 15 years of general professional experience instead of 12.

General professional experience

At least 12 years’ professional experience in Public Finance Management

Specific professional experience

  • At least 5 years’ experience in the implementation of PFM capacity development programs;
  • At least 5 trainings delivered on PFM in the last 10 years;
  • At least 5 years’ in a management position in the field of in PFM will be considered as advantageous;
  • Experience in the implementation of South African PFM policies will be considered as advantageous.

Key Expert 3: Municipal Finance Management Expert (for a minimum of 660 days)

Qualifications

At least a Master’s degree academic level in PFM. In the absence of a Master’s degree academic level, a Bachelor’s academic level in PFM will be accepted with 15 years of general professional experience instead of 12.

General professional experience

At least 12 years’ professional experience in Public Finance Management

Specific professional experience

  • At least 5 trainings delivered on PFM in the last 10 years in a local government or municipal context;
  • At least 3 years’ working experience in municipal finance management environment.
  • Experience in the implementation of at least three PFM capacity development programs in the last 10 years will be considered as advantageous.
