Socio Economic Impact Evaluation of Development Projects
Jimat carries out baseline studies on behalf of clients who desire to have an insight of the current scenario as a ‘bench mark’ for planning future developmental projects/programmes. We define “baseline” as “a measurement, calculation, or location used as a basis for comparison” of the “before-project” and “after-project” scenarios. Our services in this area include the identification of relevant performance indicators for the proposed intervention and the establishment of the baseline values.  We establish and document the baseline situation in both quantitative and qualitative. We review secondary data sources and/or collect and analyze primary data through sample surveys.

Socio Economic Impact Evaluation of Development Projects
We have developed unique expertise in both ex-ante and ex-post impact evaluations. We carryout both mid-term and summative evaluations. In general, we define project impact as the positive and negative changes in socio-economic and environmental variables at individual livelihood as well as community and societal welfare levels that are directly or indirectly attributable to the intervention. These changes occur on both the targeted and non-targeted populations in society. Our service entails conducting beneficiary sample surveys or qualitative assessments to establish the changes in livelihoods (positive or negative) that have resulted from the intervention. We also assess positive and negative externalities of the intervention.

We collect relevant data and information to compare and contrast the “with-project” and “without-project” scenarios. We undertake “gap analysis” to evaluate the extent to which changes in impact indicators are attributable to the activities implemented in the project. We enhance our analyses by studying the socio economic status of the “target groups” and that of “control groups”. We also identify and measure the relative contribution of other interventions outside the scope of the project being evaluated. On the basis of our findings, we draw lessons learned and make recommendations to inform decisions to improve on-going and similar future interventions. In carrying out evaluations, we place special emphasis on key cross-cutting themes of gender empowerment, social transformation, and environmental sustainability.

Design and Implementation of Monitoring and Evaluation Systems
Jimat assists development agencies in designing and implementing monitoring and evaluation systems for their interventions. In this service we review the project proposals to determine what is feasible from the proposed interventions. We then facilitate stakeholder consultations to confirm their expectations from the intervention. With this information we then identify suitable performance indicators and potential focal points for data collection and analysis on the indicators. Following this, we carryout an institutional capacity assessment of the identified focal points and recommend appropriate institutional arrangements and resource allocations for efficient implementation of the M&E system. Where necessary, Jimat also offers complementary training on monitoring and evaluation for the focal points.
